Who is FLIP+ for?
FLIP+ exists for everyone who believes that assessment systems work better when they are built together. Whether you are designing national exams, developing classroom content, building platforms, or funding global education initiatives — there is a place for you in the FLIP+ community.
You run large-scale assessments. You invest heavily in item development, piloting and validation. And you know that other countries are solving the same problems you are — independently, at great cost.

What we ask in return
- Contribute a selected set of piloted items and metadata to the shared Library
- Participate in FLIP+ governance and at least one Working Group
- Provide financial or in-kind support (staff time, hosting, expert input)
- Share evidence of impact to support advocacy and community learning
We invested in FLIP+ because we recognised that the problems we were solving in isolation had already been solved elsewhere. The Library lets us build on what others have done — and contribute what we have built.
You write items. You review stimulus materials. You spend weeks calibrating difficulty and checking metadata. And you know that somewhere, someone else has already written a very good version of the item you are building today.

This is the only space where cross-system comparisons of item performance are possible in a trusted, documented way.

- Implement and maintain integrations using open standards (APIs, LTI, QTI)
- Respect FLIP+ licensing, attribution and data protection rules
- Contribute improvements or open-source modules back to the community where possible
- Coordinate technical roadmaps with the FLIP+ Dev Working Group
FLIP+ follows open standards and stable APIs, and I can trust that the content is legally and technically safe to use.

Why FLIP+ is a high-leverage investment
Every euro invested in the FLIP+ Library is multiplied across all member systems. When 30 institutions share one platform and one item pool, the cost of assessment development drops for everyone. When a ministry in Morocco and a ministry in Norway both contribute piloted items, every other member benefits. That is the economic logic of a commons — and it is exactly what FLIP+ is built on.
Funding the FLIP+ Library means investing in a shared digital public good that many countries can use — not a one-off national project.
